Job Description:

Duties--- Plans, organizes, and directs the activities of the Project Execution SectionDevelops Section goals and objectives that integrate organization and Engineering Flight objectives.--- Exercises supervisory personnel management responsibilitiesAdvises and provides counsel to employees regarding policies, procedures, and directives of management.--- Represents the Engineering Flight with a variety of installation and functional area organizationsCommunicates and coordinates Section issues with higher headquarters, regulatory agencies, other installation units, community officials, etc.--- Directs the development and execution of Section budget and preparation of Planning, Programming, and Budgeting System (PPBS) documentation in support of engineering planning and execution.--- Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of engineering concepts, principles and practices and an extensive familiarity with other engineering disciplines and architecturePerforms work in construction management, programming/base development, and/or operations and maintenance (O&M) functionsRequirements Conditions of Employment--- U.SCitizenship Required--- Males must be registered for Selective Service, see www.sss.gov--- If authorized, PCS will be paid IAW JTR and AF RegulationsIf receiving an authorized PCS, you may be subject to completing/signing a CONUS agreementMore information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/--- This position is subject to provisions of the DoD Priority Placement Program--- Disclosure of Political Appointments--- Advance in hire may be authorized if there is demonstrable proof provided on your resume--- Recruitment Incentive may be authorized for this position--- Relocation Incentive may be authorized for this position--- Work may occasionally require travel away from the normal duty station on military or commercial aircraft or military aircraft.--- The work may require the employee to drive a motor vehicleA current, valid driver's license may be required.--- May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.--- The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas.--- The incumbent must be able to obtain and maintain a Secret security clearance.--- "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirementQualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Engineering Series 0801BASIC REQUIREMENT: Education: Degree in EngineeringTo be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronicsOR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering ( all-professional-engineering-positions-0800.pdf (opm.gov) )In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systemsExamples of specialized experience includes plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedulesEstablishes metrics and analysis systems to ensure actions are timely and reviewed at critical pointsDevelops, modifies, and/or interprets performance standardsDetermines appropriate recommendations for unresolved or questionable problems and performs follow-upConducts or participates in public meetings, educational programs, and technical review committeesEnsures compliance with health, safety, and engineering rules and proceduresMonitors/manages construction projects for new construction, renovations, and improvements to real property facilities and infrastructure from start to finish, including the performance of preconstruction site surveys all the way to the completion of as-built drawings and warranty workNote: You must submit a copy of your transcriptsFEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligibleOne year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 levelTIG applies if you are in a current GS position or held a GS position within the previous 52 weeksNOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirementsKNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:--- Knowledge of a wide range of multidisciplinary, professional asset management and engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment as well as knowledge of standard construction and contracting regulations, practices, and procedures.--- Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and the DOD Planning, Programming, Budgeting System (PPBS).--- Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.--- Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating these into the planning design, operation, maintenance, repair, and upgrade of installation natural/built infrastructure.--- Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources;
